It runs against every projection in this cycle’s record: ICF projects monthly bills rising 15% to 40% by 2030 on demand growth, and a Carnegie Mellon study cited by the Kansas Health Institute projects an 8% average U.S. increase by 2030, above 25% in central and northern Virginia. Context: False as of July 2026. Trump's claim has now been overtaken by Russia's own on-the-record position, twice in three days. On July 22 Kremlin spokesman Dmitry Peskov said Putin's June 2024 demands — complete Ukrainian withdrawal from the parts of Luhansk, Donetsk, Zaporizhia and Kherson oblasts Ukraine still holds, plus abandonment of NATO accession — remain the basis of Russia's conditions for ending the war; those are the terms Russia set when its forces were advancing, and Ukraine has never accepted them. On July 23, after Secretary of State Marco Rubio met Foreign Minister Sergei Lavrov in Manila, Rubio said Russia's Anchorage proposals had failed and that no agreement to end the war exists — while the Russian Foreign Ministry said the same day that Lavrov had reaffirmed Russia's commitment to proposals Putin agreed to at Anchorage. The two governments cannot agree on what was agreed, which is itself dispositive: a party ready to reach an agreement soon does not need to dispute the existence of the last one. Bloomberg reported on July 22, citing three people close to the Kremlin, that Putin intends to take the rest of Donetsk by force before returning to talks. The verdict moves from unverified to false on the substance — readiness — not on the timeline; 'soon' has now passed without any negotiating format existing in published form.

Context: Mixed. The utterance is confirmed — AP recorded the verbatim quote at Trump's July 8 meeting with Zelenskyy on the sidelines of the Ankara summit. Its substance has not held up. AP reported on July 10 that the pledge 'left open a crucial question: What exactly would Ukraine be allowed to produce?', that Zelenskyy said officials must still 'finalize the licensing arrangements', and that a licence would not automatically permit complete Patriot batteries. Raytheon's president of land and air defence systems, Tom Laliberty, said at Farnborough on July 20 that the licensing process 'has just started' and that the company would follow the US government's lead; Lockheed's Tim Cahill said the same day 'it's early' and that the US Army was still evaluating options. As of July 27 Reuters reported only that Trump had 'signed off on a proposal' to grant a licence. On 'pretty quickly': Ukrainian parliamentary defence committee deputy chairman Yehor Chernev told AP that even with imported component kits Ukraine would need 18 to 24 months to launch a first pilot production line, against roughly 24 months to build a PAC-3 MSE in the United States and about 30 months for its rocket motor.

Context: As a statement of US policy it proved accurate: the administration had ruled out NATO membership since February 2025 and the position held through the 2025-26 peace negotiations. Re-checked 27 July 2026 and still holding, on two further pieces of evidence: the Ankara summit declaration of 8 July 2026 became the second consecutive declaration with no reference to Ukraine's membership path, and on 27 July the Pentagon opened a Europe Posture Review whose stated purpose is to move the alliance 'fast and irreversibly toward Europe taking primary responsibility for its conventional defense' — a direction of travel away from, not toward, enlargement commitments. The historical claim that Crimea was taken 'without a shot being fired' is false — at least two Ukrainian soldiers were shot dead by Russian forces in Crimea in 2014 and the minesweeper Cherkasy was attacked (per BBC). Verdict unchanged at mixed: the policy half accumulates corroboration, the historical half remains false.
