Why this score Captain Second Rank, spokesperson for the Ukrainian Navy. Operationally informed and reliable on the Navy's own actions and on identifying vessels struck, but an interested party when assessing the effect of Ukraine's naval campaign on the Russian Black Sea Fleet — claims about Russian sortie rates, ship maintenance and interception rates are the striking side's own account of its success and are not independently checkable. Calibrated alongside robert_brovdi (0.55), the comparable Ukrainian commander who reports his own units' tallies, and well above the Russian MoD spokesmen (peskov 0.25, gerasimov 0.2), whose claims are systematically falsified.

Russia has not sailed a missile-armed warship out of its own ports for three months, firing its sea-launched cruise missiles from beside its naval bases instead, and has been unable to repair or maintain its ships and submarines for two years.

The Ukrainian Navy's own account of its campaign, with no published sortie data to test it. ISW reports Kalibr interception as 'reportedly' near 100 percent — uncheckable against the nightly record, since Ukraine stopped publishing missile interception counts on 11 August.
